π Tightening of Access to Multi-Year Residence Permits and Resident Cards:
The recent immigration reform, known as the “Darmanin Law,” has significantly tightened the integration requirements and conditions for obtaining longer-term residence permits, such as multi-year residence permits and resident cards.
– π From now on, holders of a temporary residence permit will no longer be able to renew this permit more than three times, provided it has the same designation. This measure applies to all holders of temporary residence permits, except those exempt from signing the Republican Integration Contract (CIR): students, seasonal workers, temporary workers, foreign patients, visitors, and trainees.
– π Additionally, starting from January 1, 2026, obtaining a multi-year residence permit will require achieving a score “equal to or higher” than a threshold set by decree during the civic exam, and demonstrating proficiency in the French language at the A2 level of the Common European Framework of Reference for Languages (CEFR).
– π Currently, to obtain a multi-year residence permit (CSP), a foreign national must only prove their regular attendance (except in exceptional circumstances) and the quality of their participation in the training prescribed by the State under the CIR.
– π Finally, starting from January 1, 2026, for the first issuance of a resident card, a resident card bearing the mention “long-term resident-UE,” or a permanent resident card, a score “equal to or higher” than a threshold set by decree during the civic exam will also be required, as well as proficiency in the French language at the B1 level of the CEFR (instead of the current A2 level). People over the age of 65 are not affected by this measure.
